Job Description

Role Purpose:

The Tendering and Estimation Engineer is responsible for preparing and submitting accurate and competitive tenders and cost estimates for engineering and construction projects. With over 9 years of experience, this role requires expertise in reviewing tender documents, estimating project costs, and developing competitive pricing strategies, while ensuring compliance with company policies and client requirements.

Responsibilities and Duties:

  • Prepare detailed and accurate proposals for project tenders based on client requirements and specifications.
  • Collaborate with the project team to gather information and ensure the proposal aligns with technical, financial, and legal aspects.
  • Compile the necessary documentation, including technical solutions, methodologies, pricing, and project timelines, to submit competitive proposals.
  • Prepare accurate cost estimates based on project specifications, labor, material, and equipment requirements.
  • Analyze pricing data, including subcontractor quotations and vendor proposals, to ensure competitive and realistic pricing.
  • Ensure pricing aligns with company financial targets, market rates, and project specifications.
  • Review and analyze tender documents to understand the technical, legal, and financial requirements.
  • Coordinate with legal and contracts teams to ensure all documents meet contractual, regulatory, and client standards.
  • Ensure all required documents are prepared and submitted on time.
  • Perform risk assessments to identify potential cost overruns, delays, or other project risks during the estimation process.
  • Prepare financial breakdowns, including margin analysis and budget forecasts, for senior management review.
  • Propose cost-effective solutions to mitigate risks identified during the estimation phase.
  • Submit proposals and tenders to clients, ensuring they are complete, compliant with client requirements, and submitted on time.
  • Follow up with clients after submission to address clarifications, provide additional information, and ensure that the proposal is under consideration.
  • Work closely with engineers, procurement, and project management teams to ensure all project requirements are considered in the estimation process.
  • Coordinate with internal teams to ensure all technical and financial aspects are accurately reflected in the proposal.
  • Review and analyze previous tenders and project outcomes to identify areas for improvement in the estimating process.
  • Suggest and implement improvements to the tendering and estimation process to enhance efficiency and accuracy.
  • Stay up-to-date with industry trends and market conditions to inform pricing and strategy.
  • Assist in site visits and launching activities for proposals.
  • Implement new methods and systems for pricing estimation.
  • Participate in project kickoff meetings.
  • Perform quantity surveying activities.
  • Prepare and send requests for quotations.
  • Arrange insurance for all projects.
  • Prepare a clarification list.
  • Develop the HSE (Health, Safety, and Environment) plan.

Qualifications/Requirements (IPE Knowledge):

  • Strong understanding of the tendering process, cost estimation techniques, and proposal preparation.
  • Ability to develop competitive pricing strategies and manage cost estimations in line with project requirements.
  • Proficiency in preparing detailed cost breakdowns and financial forecasts for proposals.
  • Strong time management skills to handle multiple projects and meet tight deadlines under pressure.
  • Excellent presentation skills to communicate tender submissions effectively to clients or management, often requiring the explanation of complex technical and financial details.
  • Knowledge of quality management systems (QMS) and quality assurance protocols to ensure all tender documents meet company and client standards.
  • Strong knowledge of Microsoft Excel, PowerPoint, Microsoft Project, Primavera, AutoCAD, and Canva.
  • Commitment to apply company's Health Safety & Environment rules and procedures.

Education, Experience and Qualifications:

  • Bachelor’s degree in Civil Engineering.
  • Minimum of 9 years of experience in tendering, estimation, and proposal management, particularly in the engineering or construction industry.
  • Fluent English language is a must.
  • Excellent written and verbal communication skills for preparing and presenting proposals, and liaising with clients and internal teams.
  • Strong attention to detail to ensure the accuracy and completeness of all tender documents.
  • Strong negotiation skills to work with vendors, subcontractors, and clients to secure favorable terms for the company while maintaining competitive pricing.
  • Ability to think strategically about long-term pricing models, tendering strategies, and market positioning.
  • Strong problem-solving abilities to address challenges during the tendering process, such as discrepancies in client specifications, budget constraints, or coordination issues.
