Role:

The ideal Group Chief Financial Officer (CFO) will have extensive experience in project financing and raising major credit facilities for large-scale EPC projects. The role requires a proven ability to negotiate with banks and financial institutions, secure PBG/APG/LC lines, and manage complex treasury operations across multiple countries.

The CFO must also have strong exposure to infrastructure financing and international export credit agencies (such as China Eximbank, Sinosure, UKEF, Euler Hermes, and SACE), as well as a solid understanding of financing structures related to EPCF, PPP, IPP, and PPA projects.

For the company, the Group CFO must be capable of structuring and raising tens of millions of dollars in facilities, negotiating with African and international lenders, and securing export-credit financing. The role also requires managing relationships with key development finance institutions (DFIs) including Afreximbank, AFC, BOI, and AfDB, while building robust financial structures to support major EPC, PPP, and renewable-energy projects.

Essential CFO qualifications for the company include:

  • Proven experience securing large credit facilities ($20M–$150M) including overdrafts, term loans, supplier credit, and structured finance.
  • Deep expertise with Performance Bonds, Advance Payment Guarantees, LCs, SBLCs, and international guarantee instruments.
  • Strong relationships with African, Gulf, and European banks, DFIs (Afreximbank, AFC, AfDB), and local institutions (UBA, Zenith, BOI).
  • Experience negotiating export-credit financing with China Eximbank, Sinosure, UKEF, Euler Hermes, SACE, SERV, etc.
  • Ability to structure EPCF financings, supplier-credit models, and long-tenor infrastructure finance deals.
  • Demonstrated capability in IPP/PPA/PPP project financing, including financial models, debt structuring, tariff mechanisms, and lender engagement.
  • Strong treasury leadership across multi-country EPC operations, including cashflow, hedging, forex, and risk management.

Key Responsibilities:

  1. Strategic Financial Leadership.
  • Develop and execute financial strategies aligned with the Group’s growth model across all regions.
  • Advise executive leadership on performance, investments, and financial risk exposures.
  • Lead advanced financial modeling and long-term planning for EPC, renewable energy, and infrastructure projects.
  1. Financial Planning, Budgeting & Control
  • Oversee consolidated budgeting and forecasting across all countries of operation.
  • Monitor EPC project budgets, cost structures, and profitability performance.
  • Strengthen and enforce financial governance, policies, and internal controls across the Group.
  1. Accounting & Reporting
  • Ensure accurate consolidated financial statements in full compliance with IFRS.
  • Direct timely closings and statutory reporting across multiple jurisdictions.
  • Ensure adherence to local tax and financial regulations in Lebanon, GCC, and African markets.
  1. Treasury & Cash Flow Management
  • Lead multi-country treasury operations, including cashflow forecasting and banking relationships.
  • Optimize working capital cycles and oversee FX risk, liquidity planning, and hedging strategies.
  • Manage complex treasury structures that support cross-border EPC project execution.
  1. Project Finance, Structured Finance & Capital Raising
  • Structure and secure large-scale credit facilities (USD 20M–150M+), including overdrafts, term loans, supplier credit, and project-finance facilities.
  • Negotiate with African, Gulf, and international banks and DFIs (Afreximbank, AFC, AfDB, BOI, UBA, Zenith, etc.).
  • Lead export-credit financing discussions with agencies such as China Eximbank, Sinosure, UKEF, Euler Hermes, SACE, SERV, and others.
  • Develop financing models for EPCF, PPP, IPP, and PPA projects, including debt structuring, tariff mechanisms, and lender engagement.
  • Secure and manage PBG/APG/LC/SBLC lines and other international guarantee instruments required for EPC contracts.
  1. Tender Support & Cost Control
  • Support tendering teams with financial pricing models and commercial risk assessments.
  • Establish cost-control frameworks and track financial KPIs for ongoing projects and bids.
  1. Risk Management & Compliance
  • Identify and mitigate financial, contractual, and treasury-related risks across all markets.
  • Lead internal and external audits and maintain compliance with international financial standards.
  • Ensure robust governance over multinational operations and cross-border financial flows.
  1. Leadership & Organizational Development
  • Lead and develop finance teams across the Group’s countries of operation.
  • Standardize financial systems, procedures, and shared-services models.
  • Promote a culture of accountability, transparency, and continuous improvement.

Education, Experience and Qualifications:

  • Master’s degree in Finance, Accounting, or related field (CPA, CFA preferred).
  • 15–25 years of progressive financial leadership.
  • Mircosof office applications, ERP systems (Mirosoft Dynamics Business solutions is a plus).
  • Arabic, English, French.
  • Demonstrated success in securing, structuring, and managing large-scale financing for EPC and infrastructure projects.
  • Experience working in Lebanon, GCC, and African markets.
