Job Description

Role Purpose:

The Head of HR Department will lead the Human Resources function and develop comprehensive HR strategies to support the organization’s objectives. This position is responsible for ensuring the effective management of all HR activities, including workforce planning, recruitment, performance management, employee relations, compensation, compliance, and organizational development. The Head of HR will drive strategic initiatives to enhance company culture, improve employee engagement, and align human resources with business goals.

Responsibilities and Duties:

  • Develop and execute HR strategies that support the company's business objectives, ensuring alignment between HR and overall company goals.
  • Collaborate with executive leadership to forecast workforce needs and develop strategic plans for talent acquisition, retention, and development.
  • Drive the HR agenda at the leadership level, influencing key decisions on organizational design, performance management, and employee engagement.
  • Lead the design and implementation of organizational development programs to support business growth and operational excellence.
  • Spearhead change management initiatives, ensuring smooth transitions during periods of organizational change or restructuring.
  • Act as a coach and advisor to senior management on leadership development, organizational effectiveness, and succession planning.
  • Oversee strategic workforce planning, ensuring that the organization has the right talent in place to meet current and future needs.
  • Lead and enhance the talent acquisition process to attract high-quality candidates and fill key roles efficiently.
  • Develop innovative recruiting strategies to improve diversity, equity, and inclusion in the workforce.
  • Drive the implementation of a robust performance management system, ensuring continuous feedback, career development, and alignment with business objectives.
  • Foster a high-performance culture by embedding core values, improving employee engagement, and driving organizational transformation.
  • Oversee employee satisfaction programs, ensuring the company's workplace culture supports employee well-being and productivity.
  • Lead the design and implementation of competitive compensation structures, benefits programs, and incentive plans to attract and retain top talent.
  • Ensure that compensation and benefits are regularly benchmarked against industry standards and adjusted for competitiveness.
  • Develop strategies for reward and recognition to enhance employee motivation and satisfaction.
  • Ensure the development and enforcement of HR policies that are compliant with local and international labor laws and regulatory requirements.
  • Serve as the key decision-maker for all HR-related legal and compliance matters, including employee relations, grievances, and disciplinary actions.
  • Manage HR-related risks by proactively addressing employee concerns and mitigating legal risks in employment practices.
  • Build and implement leadership development programs to prepare future leaders within the organization.
  • Develop a formal succession planning process for key leadership roles and ensure the readiness of high-potential employees to fill critical positions.
  • Utilize data-driven insights and HR analytics to inform decision-making, including workforce trends, turnover analysis, and engagement scores.
  • Provide regular reports to senior management on HR performance, highlighting key metrics and recommending adjustments where needed.
  • Act as the final point of escalation for employee relations issues, ensuring they are handled with professionalism and sensitivity.
  • Mediate and resolve complex employee issues, ensuring legal compliance and fairness.
  • Lead the implementation of HR technologies (HRIS, ATS, etc.) to streamline operations, improve reporting capabilities, and enhance the employee experience.
  • Stay updated on emerging trends in HR technology and incorporate innovations that align with business goals.

Education, Experience and Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s degree preferred).
  • Minimum of 10 years of progressive HR experience, with at least 5 years in a leadership role.
  • Fluent English language is a must.
  • Extensive knowledge of HR best practices, labor laws, and regulatory compliance.
  • Proven track record in leading HR strategies in complex, fast-paced environments.
  • Strong leadership, communication, and organizational skills with the ability to manage cross-functional teams.
  • Ability to think strategically and implement practical HR solutions that align with business needs.
  • Experience in change management, organizational development, and employee relations.
  • Proficiency in HR software (HRIS) and HR analytics tools.
  • Strong understanding of construction industry policies, procedures, workflows, and effective coordination of project tasks.
  • Commitment to apply company's Health Safety & Environment rules and procedures.
