Job Description

Role Purpose:

The Finance Manager is the Head of the Finance function at the Mall, reporting directly to the Chief Executive Officer, and the line manager of the Finance team. The role holds end-to-end accountability for the full financial scope of the Mall, including financial planning & analysis (FP&A), financial reporting, revenue assurance, P&L and NOI performance, credit control and collection, treasury and cash management, and all government taxes and statutory obligations. Acting as the CEO's principal financial adviser, the Finance Manager safeguards the Company's assets, ensures compliance with IFRS and Lebanese regulations, and turns financial information into decisions that protect and grow the value of the Mall.

Key Responsibilities & Accountabilities :

Strategic Leadership & Governance

• Lead the Finance function as Head of Function; define and execute the finance strategy, policies, and procedures in line with the Mall’s business plan and the CEO’s direction.
• Act as the principal financial adviser to the CEO on commercial, leasing, investment, capital expenditure, and operational decisions.
• Present financial performance, budgets, forecasts, and key recommendations to the CEO, the Board of Directors, and shareholders as required.
• Own and maintain the Delegation of Authority (DoA) matrix and the Finance Policies & Procedures Manual; ensure they are applied consistently across all departments.

Financial Planning & Analysis (FP&A)

• Lead the annual budgeting process and the multi-year business plan, coordinating inputs from Leasing, Marketing, Operations, Facility Management, and other departments.
• Prepare quarterly rolling forecasts and full-year outturn projections; highlight risks and opportunities against budget and propose corrective actions.
• Produce monthly budget-versus-actual variance analysis by revenue stream and cost centre; hold budget owners accountable for their performance.
• Build and review financial models and business cases for capital projects, redevelopment works, major tenant deals (rent-free periods, fit-out contributions, incentives), and new revenue initiatives, including NPV, IRR, and payback analysis.
• Prepare the annual service charge budget and oversee the year-end service charge reconciliation with tenants.

Financial Reporting

• Ensure the timely and accurate preparation of monthly, quarterly, and annual financial statements in accordance with IFRS and Lebanese statutory requirements.
• Deliver the monthly management reporting pack to the CEO within agreed deadlines, covering P&L, balance sheet, cash flow, and key performance indicators, with clear commentary.
• Oversee the year-end closing and statutory audit process; ensure audited financial statements are issued within statutory deadlines.
• Set and apply the Company’s policies on foreign currency translation and multi-currency (USD / LBP) reporting, including the relevant requirements of IAS 21 and IAS 29 where applicable.

Financial Analysis & Performance Management

• Monitor and analyse the Mall’s key performance indicators, including Net Operating Income (NOI), occupancy, rent per sqm, tenant sales and occupancy cost ratios, service charge recovery, collection rate, and days sales outstanding (DSO).
• Analyse tenant sales and turnover rent, and oversee turnover rent verification and audits in line with concession agreements.
• Benchmark operating costs, identify savings and efficiency opportunities, and track their delivery.
• Provide ad-hoc financial analysis and decision support to the CEO and department heads.

Revenue & P&L Ownership

• Own the Mall’s P&L and NOI performance; ensure all revenue streams (base rent, turnover rent, service charges, specialty leasing and kiosks, media and advertising, parking, utility recharges, and other income) are billed completely, accurately, and on time.
• Lead the revenue assurance process by ensuring concession data in the property management system is reconciled regularly with executed concession agreements, in coordination with the Senior Manager - Leasing.
• Control operating and capital expenditure against approved budgets and the DoA; review and approve commitments and payments within authority limits.

Credit Control & Collection

• Own the Company’s credit and collection policy; monitor aged receivables and lead regular collection reviews with Leasing and Legal.
• Review and approve payment plans, rent relief requests, and settlements within delegated authority; recommend legal action on overdue accounts to the CEO.
• Oversee the management of security deposits, bank guarantees, and their renewals.
• Approve the doubtful debts provision (expected credit loss under IFRS 9) and write-offs in accordance with Company policy.

Treasury & Cash Management

• Prepare and maintain short-term and annual cash flow forecasts; manage liquidity to ensure the Company meets all obligations as they fall due.
• Assist the CEO with banking relationships, bank signatory arrangements, and payment runs; ensure strong controls over all cash movements.
• Manage foreign exchange exposure in the multi-currency environment, and monitor compliance with any loan and financing covenants.

Taxation & Government Compliance

• Ensure full and timely compliance with all Lebanese tax and government obligations, including VAT, income tax on profits, withholding taxes (salaries, non-residents, and other), built property tax, municipal taxes and fees, and stamp duties.
• Ensure all tax returns and payments to the Ministry of Finance, municipalities, and other authorities are filed and settled within statutory deadlines, avoiding penalties.
• Oversee NSSF declarations and contributions in coordination with Human Resources.
• Manage tax inspections and audits, liaise with external tax advisors, and monitor changes in tax laws and Banque du Liban (BDL) regulations affecting the Company.

Finance Internal Controls, Risk & Audit

• Design and maintain a robust internal financial control framework, including segregation of duties, approval workflows, and fraud prevention measures.
• Act as the main point of contact for external auditors and any internal audit reviews; ensure findings are addressed within agreed timelines.
• Oversee the Company’s insurance programme in coordination with Operations, and identify and mitigate key financial risks.
• Lead the development and optimisation of finance systems, including the ERP and the property management system, and strengthen reporting and automation.

People Leadership (Line Management)

• Manage the full Finance team; set objectives, conduct performance appraisals, and manage development and succession plans.
• Define the Finance team structure, roles, and workload distribution; lead recruitment for the function in coordination with Human Resources.
• Build a culture of accuracy, accountability, integrity, and continuous improvement within the Finance function.

Education, Experience and Qualifications:

- Bachelor’s degree in Accounting or Finance. A Master’s degree (MBA or MSc in Finance) is preferred. A recognised professional qualification (CPA, ACCA, CMA, or CFA) is required.

- Minimum 10–12 years of progressive experience in finance, including at least 4 years in a senior finance leadership role (Finance Manager, Financial Controller, or equivalent) managing a team. Experience in retail real estate, shopping mall management, or a comparable asset-intensive environment in Lebanon or the MENA region is strongly preferred. In-depth knowledge of IFRS, Lebanese tax regulations, and multi-currency reporting is required, as is proven experience reporting to a CEO.

- Fluent in English and Arabic; French is an advantage

Technical / Functional
• FP&A: budgeting, forecasting, variance analysis, and financial modelling (NPV, IRR, business cases)
